Introduction

Missing person cases present unique and complex challenges that require a methodical and empathetic approach. This training course, “Data Collection and Risk Assessment” is designed to equip professionals with the essential knowledge and skills to effectively handle these sensitive situations. Whether you are a law enforcement officer, a social worker, a member of a search and rescue team, or a community volunteer, this course will provide you with the tools and techniques needed to improve outcomes in missing person investigations.

The primary objective of this course is to empower participants to:

Collect and Analyze Data: Learn how to gather, select, and interpret crucial information about the missing person’s family, social circles, and environmental context. This foundational skill is vital for understanding the circumstances surrounding a disappearance.

Perform Risk Assessments: Develop the ability to prepare and deliver valid risk assessments for both involuntary and voluntary disappearances. Understanding risk factors and contextual elements is key to prioritizing resources and efforts.

By the end of this course, participants will be able to:

  • Collect, select, analyze, and manage relevant information to build a comprehensive profile of a missing person.
  • Prepare and deliver accurate risk assessments that guide the investigative process.
  • Employ updated methodologies and strategies to manage and lead investigative teams effectively.

The course is structured into three main didactic units, each focusing on a critical aspect of handling missing person cases.

Each unit is broken down into detailed topics and subtopics, providing a thorough exploration of each subject area. By following this structured approach, participants will develop a robust understanding of the processes and skills required to address missing person cases effectively.

Learning Outcomes

Competences

After completing this module, the learner will be able to:

  • Collect, select, analyze, and manage missing person´s personal, family, social and environmental information in order to prepare and deliver a valid risk assessment.
  • Undertake a comprehensive analysis of all the constituent elements of the disappearance, aggregate, summarize and manage the internal and external flow of information, ensuring the respective updating.
  • Obtain, enrich and summarize information in order to give a useful and competent collaboration to the justice system.
  • Use the European standards to carry out an accurate analysis, to assign and/or contribute to determine the disappearance classification and the level of risk ( low, medium, high, very high) and also to draw a strategy to cooperate with the system of justice, including the managing of public alert.

Knowledge

  • Has comprehensive and updated knowledge of the assumptions of disappearance: strategy, environment, system of relationships.
  • Has comprehensive knowledge of the constitutive elements of the disappearance: personal characteristics, the context of work and life, the warning system.
  • Has comprehensive knowledge of the different reasons for the disappearance and the type of disappearance: voluntary, involuntary, and forced one.
  • Is able to choose the elements for a team of experts.
  • Has comprehensive and update knowledge about Missing profile elements.
  • Has extensive knowledge about the systems of integration and environmental interaction in situations of missing persons.
  • Has comprehensive knowledge of basic psychology elements.
  • Has deep knowledge of the psychological autopsy elements.
  • Has extensive and relevant knowledge of the path and tools of a psychological investigation.
  • Has comprehensive knowledge of the type of information sources available in the first phase and in progress.
  • Has comprehensive and updated knowledge about the rules, procedures, and limits for the access of the information on missing persons cases
  • Has wide knowledge of the typology of different specialties and professionals to be activated in cases of missing people.
  • Has comprehensive and updated knowledge about the action limits of individuals/associations in the search of missing people
  • Has comprehensive knowledge of the procedure elements for the information access.
  • Has comprehensive and updated knowledge about the national and international regulatory framework of reference
  • Has comprehensive and updated knowledge of the operational protocols, opportunities and constraints imposed by national legislation.
  • Has comprehensive knowledge of the reference regulatory system for the classification of information concerning missing persons.
  • Has comprehensive knowledge of the national classification standard for missing persons.
  • Is able to work with European or other international classification standard for missing persons.
  • Has comprehensive knowledge of different criteria and methodologies to assign the classification to the specific case.
  • Has comprehensive and updated knowledge of the available databases of missing people.
  • Is able to work with Information evaluation criteria in relation to the classification of the disappearance.
  • Is able to work with Information evaluation criteria in the operational context of the research phase.
  • Has comprehensive knowledge of the elements for the definition of the European and international regulatory context regarding the disappearance of minors, often unaccompanied.

Skills

  • Manage and select the initial information useful for the profile of the missing person.
  • Build an initial assessment of the type of disappearance (voluntary, involuntary, forced).
  • Use relevant and updated techniques for the Team composition.
  • Know how to investigate, do research and perform inspection techniques.
  • Be widely aware of the techniques for the Analysis of the contexts and places.
  • Use relevant non-invasive techniques to consult electronic devices.
  • Know how to manage findings, documents, images and electronic devices: identification, custody, consultation, manipulation.
  • Have specialized and practical knowledge about the techniques of social consultation, chats, web navigation paths and other communication tools.
  • Manage the collection of information useful to draw the profile of a missing person.
  • Use the adequate structure or forms to organize the collected information.
  • Context analysis techniques.
  • Use teamwork techniques wisely.
  • Use relevant and updated techniques and procedures to consult databases and other official and non-official sources of information.
  • Use relevant techniques for the aggregation and the synthesis of the acquired information.
  • Use the best and most adequate and documentary-based methods for the identification and for the involvement of specialist professionals who are useful for the research.
  • Use and apply relevant techniques of interpersonal communication.
  • Manages the procedures related to the relationship with institutions and police forces.
  • Manage regulatory elements concerning the functions of the expert in the context of criminal prosecution or judicial proceedings.
  • Use relevant techniques for drafting information summaries.
  • Select techniques and synthesize the collected information.
  • Select techniques to identify further fields of investigation.
  • Use relevant techniques for the identification of the reasons behind the disappearance.
  • Coordinate the specialist competences to determine the reasons of the disappearance.
  • Promote and demonstrate a competent application of the good practices recommended at European and international level for the search for missing children.
